Paying for in person appointments

Can anyone tell me if it is illegal for lawyers and firms to agree to get you a face to face appointment for a fee (even if they didn't help you with your application in the first place).
Something in me tells me it is not right for them to be selling slots when it is harder and harder for people to log on to the site and book them themselves.

Legal reps have their own slots but generally have to give at least 5 weeks notice.
