UK Adoption Process for a child

I would like to adopt a child in an non-EU country. The child is my wife niece ans was living with us abroad before I moved to London in Oct 2012 with my own family.

We never applied for the child adoption in the country abroad as the child is my wife niece. The child was living with us because after her own biological mother had divorced and the biological father remarried.

The mother and child initially lived with the child grand parents. Since, grand parents could not take care of the child and the child own mother was not medically fit to take care of her, she started living with us.

I would like to know:
1. How can I bring the child to come to live with us in UK.
2. What documents will be required from the country abroad, and
3. Are there any other legal requirements that should not met for consideration by UKBA for granting permission to live in UK permanently.

SET7.18.1 Adoption is a complex subject.

The ECO should always bear in mind that the child's welfare is paramount. [...]

In the case of UK-based adopters hoping to adopt a child which has been given or 'gifted' to them by relatives abroad, there is very little chance of them being able to bring the child into the UK. The UK's international obligations prevent any acceptance of such practices. Even if a foreign adoption has been completed, the requirements of the Immigration Rules will prevent an entry clearance being issued to such a child.
