family visitor visa question

My dad is making an application for uk visa online in kenya. There is a question which asks "are you a national of the country in which you are applying"

This is causing confusion. Do they mean are you of national of the country from where you are making the application (i.e kenya) or where you are applying (i.e UK). If my dad answers the above question as no then the next question asked is - you said you are not a national of the country you are applying in. Please confirm your status i.e visa, residence permit.

I strongly believe what the question is asking is if you are a national in the country you are applying from (i.e kenya).

Please can someone clarify as this is casuing a lot of confusion.

Vile amesema ni ukweli. If your father was resident in another country e.g. Tanzania, he would need to provide evidence that he had permission i.e. a visa allowing him to be there. The reason for this is rather cruel - if the UKBA needed to deport someone, they would want to know that they could send him/her back to the country of origin - something that couldn't be done if that person did not have permission to be there indefinitely to begin with.

As your father is in Kenya and is applying on a Kenyan passport then the answer to that question is "Yes". (He is a mwananchi of Kenya and does not require any further clearance to enter and remain in Kenya)
