My wife has had ILR for a couple of years. We have been thinking of applying for naturalisation for her. I understand that we need to do this before the 28th October 2013, otherwise she will have to comply with stringent new English language tests. That would be very difficult, for her ILR she satisfied just the ESOL requirement. Anyway some questions:
(1) The AN form asks for an NI number, and in the good character section, asks about occupation and employer information. My wife has never worked in this country, and doesn't have an NI number. Is this likely to be a problem ?
(2) Referees are very difficult. The professional referee can be any nationality, but do they have to be living in the UK ? I can understand not living in the UK may make it difficult for the home office to contact them, but the question remains - can it be a non-UK citizen who does not live in the UK ?

Has your wife never seen the GP or nurse or Dentist?

2. GP yes, but they are no longer on the list of Home Office approved professionals ? Dentist only once...
