Is registering with FAS not the same as claiming benefit ? I dont intend to claim benefit , i just need a letter confirming i am an active job-seeker .

How can i go about this ?

Registering with FAS isn't the same as claiming benefit. Go visit them and register with them as a job seeker. You may also be requested to attend some training .

Very simple, just go there and register then request for a letter to confirm that.
