In my view the home office is quite right to insist on CSI (until such time as this is upheld or struck down, but that's another matter). What I don't think is right is for them to arbitrarily apply rules to those who made an application solely on EEA1 and those who did not, but enjoyed the same privileges.

The logic (at least what they say is logical) is there but the implementation is a joke.
Even if I have EHIC or a private CSI nothing stops me from going to a hospital without using my insurance. No one is going to check.
So all this is for nothing.

I completely agree with EUsmileWEallsmile, exempting those who applied for EEA registration certificate is ridiculous and so unfair.
