TB certificate - confusion

Hi,
I am planning to apply for settlement dependent for my child who is India.
Me and my husband currently have PR in UK.

I was reading through the ukba website to find out about the rules and how to apply. In the Tuberculosis page for India, in this link (http://www.ukba.homeoffice.gov.uk/count ... gname=null), under "Children" section it says "All children need to be tested". When I saw these rules in February, it stated different rule for children under 11 as below:
"All children over 11 years old must be tested for tuberculosis.
If you are a parent or guardian of children under 11 years old you must bring your children to an approved clinic and complete a health questionnaire for them. The clinician will then decide, based on your answers, whether your child needs to be tested for tuberculosis. If the clinician decides not to test your child they will give you a certificate to say your child was not tested. This certificate must be submitted with your child's UK visa application."

What even more surprising is, I just checked other countries rules for TB, for example, Phillipines (http://www.ukba.homeoffice.gov.uk/count ... angname=UK English) and it states the rule for children as follows:

All children under 16 years who are attending a clinic, must be accompanied by a parent or guardian and bring the items listed in the 'Attending the clinic' section below."

1) So, does this mean that children in India should be tested, whereas children from Philippines just need to complete a questionnaire?
2) And does this mean that children from India should go though chest x-ray as part of TB test? and this section in the TB sertificated shuld be marked as "Normal"?
3) Is there nay indication in the ukba site that this rule has changed since February?

Can anyone or moderators please answer my question. It is quiet confusing and don't want my child's visa rejected because of this.
