Refusal of my flr(m)

Refusal of my flr(m)

Please I need help on my FLR(M).I just received a response from home office today stating that my application has been refused based on the grounds that does not correlate with the application
The grounds stated are
-that I do not provide evidence of the life in the uk test which is not a requirement for FLR(M).
-that I did not fulfil the requirement of paragraph( EX 1) which also is not a requirement for FLR(M)
-that I do not meet the requirement for rule 276ADE(iii)
According to my understanding based on the grounds for refusal the case worker is considering my application under the rules of ILR for a dependant of a settled person,but at the time of the application my husband's application was still pending for approval under long residence route to settlement.
Please I have been given right to appeal on the decisions,what should I do
-can I apply for appeal on oral hearing or for the decision to be made on paper
-should I try to pass the life in the uk before the decision is made
Please I am really confused I need help please
