Self-sufficient and EHIC

Dear Sirs,

Could you please clarify us the following situation.
If my wife (EU citizen has been unemployed - self-sufficient within 2 years out of our 5 years marriage) lost her EHIC card which has been issued in her country and has only current EHIC card which covers only last 3 years of our marriage. Can I apply for EEA4 (permanent residence card). I've been working as a self-employed and we had income all these years.

EHIC card for becoming self sufficient is only acceptable when the purpose of visit/stay is temporary otherwise the possession of CSI is required.
