ILR Tier-1 employed +self employed asking evidence !

Hey Everyone here ,

One of my friends who has been working for five years as an employee and self employed person. Recently he applied for Tier-1 route ILR. Caseworker satisfied with all other criteria but asked to submit the evidence of self employed income.
He asked to get a letter from his business client confirming the services they received, a business contract letter, and a mode of payment. But clients refused to provide the same.So how to answer the Home Office ?
Any idea please ?Portion of self employed income was 1/8 only.there is very short time boundry to submit.

Did your friend apply by post or through PEO and if PEO, which one please?
