The home office has recently published some proposals for "Tackling Illegal Immigration", which can be found here

In essence, anyone that cannot readily prove that they are allowed to live in the UK could be denied a lease in privately rented accommodation.

Whatever people's views on the rights and wrongs of this proposal, I am interested in the European dimension in this thread.

There is not so much of an issue for EU or British passport holders (even expired ones). For family members though, the home office expects them to provide either a COA or residence card. In my view, it would be difficult for an applicant to make an application without a fixed address; this would appear to make getting a fixed address impossible. I imagine that the home office currently would refuse an applicant who arrives in the UK without a job, but relies on their three month grace period.

Given the UKBA's inability sometimes to confirm an applicant's immigration status, this may make private landlords as paranoid as Employers and create more homeless unemployable people.
