Could someone please shed some light if the maternity facility is available for spouse on dependent visa. Parter is on ILR visa.

Yes it is fine, as long as she is not on a visit visa.

If born in the UK, the child will be born British.

What if the child is born abroad?. I am on ILR can I still register the child for BC back home? .

If born abroad, then it'll be by discretion for registration, if you're not naturalised, meaning it will depend on the nationality of the parents amongst other things.

If you naturalise before the child's birth, then the child will be British, if after and not born in the UK, the child will not be British but may be able to register in the future in the UK, subject to discretion. If you have ilr and the child is born in the UK, the child is automatically British.
