Applying as a student from Uk

HI every one. I would like to ask, can i apply for a student visa to australia from within the uk. I am currently a student here in uk on tier 4 visa but i didnt complete my bachelors degree however i would like to move to australia and start my bachelor degree in australia. Please if some one can tell me if i can apply from uk or not also what documents do i need to apply
