register as a self employed

Hi
Not very long time ago I wrote on this forum about child benefits. i got an answer that if I register as a self employed I'd get child benefit. I have just simple question: how could I register as a self employed if I do not have a job, who on earth gives me such a possibility to get registered without any activity?
