"I am on Tier1 general in Uk" - in which case, you're resident in the UK.

That's not correct, one can be present and resident without being settled.

Tier1 is temporary residence its not permanent residence visa.So without PR your country of PR (which is also called domicile or settlement ) is still country from where he came.In my case it is Pakistan.
As i am not PR settle person so UK law does not apply fully on me.specially related to related to marriage and divorce related as long as they happen in Pakistan so Pakistan law apply.

If you live in the UK, even on temporary residence, ALL UK laws will apply to you. If you live in the UK your are domiciled in the UK, but a Pakistani national.

Now that you are officially free to marry, you can marry in the UK (or elsewhere) in a civil (non-religious) ceremony.

Apply for a fiance visa and marry in the UK within 6 months and then apply for FLR(M) which will grant a 2.5 year probationary visa.
