Have you read the FAQ sticky thread as most of your questions are answered there :

http://www.ukba.homeoffice.gov.uk/briti ... uirements/
http://www.ukba.homeoffice.gov.uk/briti ... /applying/
http://www.ukba.homeoffice.gov.uk/sitec ... y-fees.pdf
https://www.gov.uk/passport-fees
time required to apply for citizenship after the ILR? a full 12 months before you can apply as you got your ILR on the basis of 10 years long residence so you can apply on 2nd July 2014. You will need to do English language to level B1 for BC application as the rules will be changing on 28th October, so updates on this requirement should be available in October on the UKBA website.
-WHAT is the absence time within this period? No more than 90 days in the 12 months immediately before applying and then the standard absence requirements no more than 450 in the 5 years immediately before applying
-DO I need to send my current passport to apply for it?Yes, but if you use NCS, they take copies and give your originals back to you.
-what/ how many steps there and total time period until to receive British passport? Once you receive approval, you will need to attend a ceremony where you will receive your certificate. Only when you have certificate you can apply for passport. Naturalisation approval can take anywhere between 3 weeks and 6 months (sometimes longer) and passport takes about 6 weeks.
-WHAT other requirements and fees involved? Fees are £874 and there will be an additional fee if you use NCS depending on which council you use. Passport cost is separate and is at least £72-50 but depends on if you use Post Office Check and Send or not

Hi Char
thanks for the replying mail.
- During my ILR application I did not require English language test as I have a UK master degree. Do I still require english test?
-What is NCS please? I got my ILR on biomatric card. I need to know about this because I want to go back home for a long period of time just after I make the application. If I have to send passport I can't travel, is n't it?
thank you again.

Then you will be fine and won't need additional English Language test

Nationality Checking Serivce (NCS) is a service provided by local council to check your application, photocopy your documents and give your original back to you. They send the certified copies with your application. How long do you plan on going away for?? Will someone be monitoring your mail so that you will know when to make an appointment for your ceremony as you usually have to do this within 15 days of receipt of the invitation letter and some people get their ceremony appointments really quickly. You have to attend the ceremony within 90 days of approval otherwise your certificate will get sent back to UKBA and you might have to apply for BC again and pay fees again.

thank you again.

You need to contact Brent council to find their charges or look at their website.
