Hi. My friend recently got his Irish citizenship. His wife is living in Ireland for full of 3 years (Stamp 3).Can she apply for citizenship?

Yes she can on stamp 3. However, she must be legally married to her husband with necessary documentation proof like the marriage certificate and she will require proof of address too.

Is must be have been married for at least three years to an Irish citizen who has themselves been a citizen for at least three year that can apply for citizenship? Thanks

It is neither of the two, it is the spouse of Irish Citizen having fulfilled the residency requirement in the state at least 3 years prior to his/her submitting an application. The law did not say that they must be married at least 3 years nor did it say it has to be 3years after becoming an Irish Citizen, just the residency in the state for at least 3 years before making an application.
