If an applicant or their sponsor is receiving Care's Allowance or a they or their children, a certain Disability benefit then they are exempt from the financial requirement.

Until/if your daughter is awarded DLA you will be subject to the financial requirement. If you intend to use your Father's savings you'll need to have them in your account for 6 months. 3rd party support is not accepted for the new financial requirement but for an academic stipend.

Attendance allowance is for those 65 and over but yes £15000 should be enough for a 130 weeks visa under adequate maintenance.
