See the General grounds for refusal (click):

Considering leave to remain for all categories of applications made to remain in the
UK
You must consider if:
 there are any general grounds for refusal, and
 you can refuse the application under the category the person applied for.
What you need to check for
You may refuse leave to remain on general grounds, as set out in paragraph 322 of the
Immigration Rules, if there is any evidence of:
 adverse behaviour (using deception including false representation, fraud, forgery, nondisclosure of material facts or failure to cooperate)
non conducive, adverse character, conduct or associations, (criminal history,
deportation order, travel ban, exclusion, non-conducive to public good, national
security)

 immigration history (breaching conditions, using deception in an application).
For more information on the specific grounds above, see related links:
 Grounds for refusal, and
 Checks.
Where to check for the evidence
There are various checks you can make for evidence of the above.
You must always check:
 information on the application form
 internal UK Border Agency systems (for example CID, CRS and warehouse)
 UK Border Agency security checks
 other security checks.
Other information may help you consider an application. You should also complete, if
appropriate:
 Department for Work and Pensions (DWP) checks
 HM Revenue & Customs (HMRC) checks

Tax avoidance is not an offense in the UK but Tax evasion is.

If HMRC are alleging that there has been tax invasion, and have proceed with criminal investigation, IRL application could be delayed, if there is a police investigation.

Should the person be convicted, then ILR application will be affected adversely.

Considering a situation where HMRC has not informed him/her of the offence and him/her has not had the opportunity to make refunds or defend him/herself in court.
What has happened? Why do you think that HMRC will accuse you of tax evasion?

Many thanks Obie. Is Tax evasion/avoidance part of the checks done with HMRC?

Have you actually been evading paying tax? i.e. falsified tax documents etc...?
