Switching from Tier 4 to Tier 2

My friend is planning to switch from Tier 4 to Tier 2.
He is currently on ACCA course until April 2014.
His employer is going to issue the Certificate of sponsorship in September 2013, and he has been working for the same employer for 3 years.
My question is he doesn't have degree or masters, can he still apply from inside the UK?
He is still attending classes, and he will be studying the time when he applies.

He can't switch from Tier 4 to Tier 2 General if he hasn't completed the course.
