tier 4 dependant work permit

Hello,

Just got my wife visa as a tier 4 dependant. In her visa (which is stamped in her passport) they mention that she has to register with the police and that she cannot get any public funds, bet there is NO any reference to her work permit. Is it means that she can work or not?
