When I am eligible for ILR?

Hi,

I have read the FAQ, but could not get a clear idea.
I believed that ILR clock starts from VISA stamped date if the entry is within 90 days from stamping.
Initial work permit stamped on 13/11/2008
Entered UK on 23/11/2008
At present I have valid Tier 2 visa for another 2 years.
so as per my understanding I am eligible from 17/10/2013 (i.e. 28 days before stamped date)
Is it correct?. I need to book the slot in a day or two, so it will be very helpful if someone confirms my understanding soon.

Thanks a lot Amber for the very quick response. From the post, I understood that I can apply 28 days before Visa stamped date. (As I entered UK within 90 days of stamping)
