please help ! what does "government sponsored" mea

I'm applying to a Uni to get my undergrad in England. I have a spouse and two kids. It looks like the only way I can bring my dependents is if I am "government sponsored". I'm from the USA and have no idea what that means. Does it have to do with loans and scholarships or is it something like Fullbright? Please help with any insight you might have. Thank you!

I see a lot of views but no replies. Does anyone have an idea of what "government-sponsored" eludes to?

for bringing dependents the main applicant must have been at least enrolled in postgraduate level course although as americans they can enter visa freely as visitor/tourists for short time.

From 4 July 2011, you cannot bring your dependants to the UK unless you are:

sponsored by a higher education institution on a course at NQF level 7 or above which lasts 12 months or more; or
a new government-sponsored student following a course which lasts longer than 6 months.
