Visal Refusal in UK and Reapply for Entry Clearence

Please,I did apply for a visa In UK which been refused and Now I return back to My Home country try to apply for Entry Clearance on TIER 4 GENERAL but my application refuse because I did apply for a visa in UK and been Declined.

Does anyone Know certain Laws and regulations to support my case and challenge that Point?

In all my stay in UK i follow the Law and return back straight away never Overstayed.

What were your grounds of refusal in both circumstances (especially when you were refused in the UK)
