Appeal Allowed but no RC yet

Does anyone know who to write to for the RC to be issued. The applicant applied on the basis of marriage to an EEA spouse. It was refused and he appealed. The appeal was dismissed and he appealed to the upper tribunal where the home office conceded on a point of law. This happened on 19 June 2013 which was 13 weeks ago and he still hasn't received his RC yet.

Any ideas who he should write to?
