Where can you apply for residence card/family permit?

Where can you apply for residence card/family permit?

Lets say your granted a visa for France but you decide to go to German to excercise your treaty rights instead.

Would you be able to apply for a residence card from Germany?

In the above scenario the spouse is of British origin and the other spouse is of Pakistani Origin.

Yes, a visa is simply for entry. A residence card if for residing.
