TB test required for UK resident applying from India?

Hi All,
I'm on a Tier 1 General Visa until October 2015. My wife (doing her Phd) living in the UK with me is on a Tier 4 Student visa since 2010.

We are planning to change her visa category to Tier 1 General dependent visa from India for which she is going to go to India and within a week of arrival in India she will be applying for the dependent visa.

Will she need to do the TB test for her case as she is a resident of UK and not India? Please clarify.

She is not a returning resident nor has the right of abode nor a diplomat nor a child under 11. If applying for entry clearance, she will probably be subject to the TB test.

Why not switch in the UK?

Thanks for your response. I believe this new rule came in effect from 1st October 2013 to change visa category in country, but before this we planned and booked our flight tickets to India.
