I applied for my ILR in July 2012 and got letter from home office that ILR has been granted on 23-01-2013 but the biometric card did not turn up until 17-02-2013 and I had to chase for that. The date on biometric card - Place and date of issue states 13-02-2013.

Now, as per 1-year Immigration free rule, can I apply for BC on 24-01-2014 or 14-02-2014?

Please help.

Well, if you have a letter stating ILR was granted on a certain date, that would suffice. The problem with the emission of a BRP or residence permit vignette is that the date on the card is printed or the vignette pasted, can't be a date in the past; there is no scope for these instruments to be backdated. So if you were granted on Monday but the card was issued on Friday, the date on the card will always be Friday.
