Ireland Study Abroad

What if student, who is a citizen of the United States, plans to study abroad in Ireland but because the program is over 90 days (105 days) they will claim to be a tourist and change their return flight once they receive their GNIB card (or permanent residence as it was told to me).

Why can't they just say they are a student? What are the consequences if caught?
