Obtaining marriage certificate from Albania

I was hoping someone could give me some advice as someone close to me is having some problems

She got married to an Albanian national who was in the uk around 6 years ago, now the relationship was never really what you would call a ''proper relationship'' she was pretty young and naive at the time and on her uppers, so they have never really been together properly, she moved cities soon after and started a new life and started being hassled by this guy (he wanted her to sign something, but she wouldn't police were called and explained to them etc)

anyway she has been in a relationship with her new bloke for 5 years now and is looking to get married and wants to get a divorce sorted but the Albanian bloke will not co-operate (even though he is with another woman himself)
she has been to the solicitors etc but they say they need a copy of the marriage certificate before they can do anything
she has no idea how to get this however and is unsure of all details of the marriage (she has a rough date, and knows it was somewhere called Rreshen)

How would be the best way to obtain a copy of the certificate and proceed given the fact the husband will not communicate

will she have to go through all the legal route as she is hardly well off ?
