work permit dependant,main applicant on ilr from long reside

My hubby joined me in 2010 as my work permit dependant. Permit from 2007. I got my ilr in may 2013 based on long residency.

What form should my hubby submit now and does the new rules affect him?

My hubby visa is due to expire in June 2014. Can he make the application now?
Also can he apply through the same day service route?

I have gone through the SET (0) form. The documents section (11)B doesn't state the required documents when applying as a work permit holder dependant.

Can you confirm if I should use the last section 11T (other) and add documents to show hes my dependant. Ie bills bills to prove we have lived together for the past years he's been here?

Also for the section(8B)I can add comments he is applying under 196E immigration rule?
