I did apply for the resident permanent EEA4 about 4 months ago, if the home office refuse to give me the permanent visa what should I do?

If HO will refuse your PR then HO will tell you in writting that what should you do next.

I can see you are separated from your EEA family member but not divorced yet

If he/she is still exercising treaty right then you can submit new EEA2 application and they may issue you new RC again for 5 years

EEA Residence Card : 07/2010 - 7/2015
EU Settled Status: Confirmed on 16th July 2019
Naturalisation : Confirmed on 02nd Oct 2020
Passport Approval : 21st Feb 2021

Or

If they refuse PR for any reason you can fight the case in court / ask for reconsideration if you are sure you will win
