Gibraltar is a British Overseas Territory and United Kingdom immigration laws do not apply there. So if there is no legal bar in Gibraltar you can do this (whether you should is another question).

You should check whether the Gib government enacted similar COA rules.

Bear in mind that your girlfriend may have a problem being readmitted to the United Kingdom as a visitor.

no residence rules for marriage.. why will immigration give her problem if she wants to re enter the uk?

Re-entry on a visitor status is never guaranteed. Especially if her newly married status makes them feel she is more likely to wish to remain longer term.

Why would she disclose her newly married status at re-entry?

Well I don't suppose she will unless she's asked. But if they ask her whom is she travelling with and then ask her what her relationship is with that person, she'd be foolish to try to pretend that she wasn't his wife, surely.

"Who is that man with you?"
"John Doe"
"No, I meant what is he to you?"
"We've been good friends for a long time"
"Are you planning on getting married?"
"No"

If she had an ounce of Tony Blair in her she wouldn't let on even if they specifically asked her if her companion was her husband. ;)

But I agree that there is a slim chance she will be asked a direct question that she cannot deflect with a truthful but non-informative answer.

I doubt you can switch to a spouse visa within the UK when you are on a visitor's visa.
