Tier 2 ICT short term to Tier-2 general unmarried dependent.

Hi all ,
I am in need of little guidance. I am on tier-2 general(sponsored) visa since Sep'12. I am in a relationship since last 3 years. My partner was in India for initial 2 years, but since Jan'15 she is in UK on Tier-2 ICT, short term visa. We are not staying together as her job location is different from mine. Her Tier-2 ICT visa is expiring in Jan'16, but I want her to stay with me until we get married in 2017. Is it possible for her to get an unmarried partner visa? Any help will be highly appreciated.

Para/point 38 on Page 8 of the PBS Dependent guide (click) says what is required if you are not married. You appear to fail the most fundamental requirement of 2 years cohabitation in 'a relationship akin to marriage'.
