Possible to apply for EEA Family Permit at UK border?

Hello!
My husband (US citizen) wants to join me (Polish passport holder living in the UK for 10 years) in the UK. He is currently in the US and due to some upcoming dates/events we have some questions about timelines Etc
1. Is it possible to apply for the EEA family permit at the UK border if he flies in on a tourist visa?
We have a friends wedding in Austria and need to travel there between the 11-12 March

2. What are the lead times when applying for the EEA FP from the US?

3. Does it make more sense to apply from the UK if he comes in on a tourist visa?

4. Do we both have to send off our passports?

We have been reading up a lot, it's a minefield!
