Dependents eligibility under 2 years route for ILR

Dear Experts,
I am sorry to raise the similar question. I believe this case was not addressed or asked before for minors.
Brief background about VISA status:

Myself - Main applicant Tier General - Eligible for ILR in Aug 2016
Wife dependent 1 - Tier 1 PBS dependent visa (Got VISA in Dec 2011 and first time came to uk in 22 Dec 2011) and visa renewals thereafter.
Daughter Dependent 2 - Tier 1 PBS dependent visa from May 2013. (Daughter born in UK in Sept 2012).

My question:

1. Can my wife apply along with me for ILR (Under 2 year route) as she had applied for VISA as dependent before 9 July 2012 and also came here. Till date she is on dependent VISA(Her VISA renewed twice since then)
2. Can my daughter also apply along with us for ILR, she was born in Sept 2012 in UK but applied for Tier 1 Dependent VISA in May 2013 and extensions thereafter, does new VISA rules (9 July 2012) apply for my daughter, she has to complete 5 years before applying for ILR? or this rule does not apply for kids under 15? I dont know about this clause or rules. I did not find any links for this.

In brief, can my wife and my daughter eligible to apply for ILR along with me in Aug 2016?

1. Yes, she can apply with you, English B1 and LIUK required.

2. She can apply with you but does not need ILR if you are planning to register her as British citizen.
