ILR and no passport

Hi,
can anyone hep me out please who might have seen or had a similler case.
i have been here in the uk for the last 24 years. married to british citizen and have 3 british children. i applied for ILR PSC croydon but i didnt have no passport so they gave a letter to provided it in 10 days time.
i am a pakistani national when i cam here i was young and nadra card was not introduced by pakistani gov. my parents had passed away before coming here. i have no one back home.
i applied for ILR on bases of 6 years DLR leave that i had.
i have never made a passport as i dont have any id or bith ceritificate.

NOW MY question is that will i be granted ILR without a passport as when i made my first application in 2010 i had only my Driving licence as id and that time i told then i have no passport.

pls can anyone help me out. thx
