Esol considered as vocational training for treaty rights

Hi everyone !i need advice please!
Im a non eu with eea family permit expiring on 2018, my italian wife has been in the uk since 2010. She worked from july 2010 to june 2013 then she got pregnant and has been studying esol at croydon and westminter kingsway college we have also been getting housing / child benefit whilst i have been working.My question is : can this esol training be classified as vocational training as she has been doing it to improve her chances to get a better job? I know if we apply for PR as student they will ask for CSI ( something we did not know). I am waiting for my italian cutizenship,we sent my application a year ago but we want to apply for her PR too.
Appreciate your help in advance.

Does wife have a foreign EHIC?

btw - maternity leave should maintain worker status if wife was previously a worker.

If her job requires a degree of communication skill, and she undertook ESOL to improve that skill, even if her departure from the labour market was voluntary, she may be able to retain her worker status.
