help needed for ILR form fill up

Hi All,
one of my friend going to apply for ILR next month. he came in this country in 2005 as a student. later on 2012 he got married one of European citizen. and he change his visa status as a spouse. so legally he spent 10 years in UK. now he already fill up set LR form apart from D15 and D16 . In D15 and D16 whose details need to write him(applicant) or his wife( European citizen)?

Does your friend have evidence of the EU citizen exercising treaty rights for the FULL period that friend was under EEA rules?

yes .he has got all documents.

He must submit the EU 'exercising treaty rights' documents with his application.
