My passport is not available, Can I Apply?

Can ILR or any other category (study) application be posted to HO without having passport in case passport is in another country's embassy for a visa application process?

No, you have to send your passport for any application you make to HO.

But the ILR form page 71 about passport info says: In accordance with paragraph 34 of the Immigration Rules, you must provide your original, valid passport, travel document or national identity card as evidence of your identity and nationality, unless it is not available for reasons beyond your control. If your document is lost or stolen, you should replace it before making your application unless there are reasons beyond your control why you cannot (See note 2 below).
Is it not beyond our control as passport is already in another embassy for visa application which is similarly important as is this one? Also one passport can not be submitted to 2 embassies at a time, and receipts (from the other embassy can be provided as proofs) with the application form?

Voluntarily submitting your passport to another embassy is a circumstance under your control. You had a choice of submitting it or not. So, that argument won't fly.

Are you applying for a residence visa in another country as well?
Submitting was voluntary but I think getting back is not that voluntary because you are stuck there once your visa application under process.
Does it matter if it's a residence visa or visit?

Clearly a receipt from some embassy does not constitute any sort of proof of identity.

You need to sort out your priorities and decide when you are ready to apply in UK.
If you don't submit adequate supporting evidence for such a serious application then you can probably imagine the result yourself.

I am not saying the receipt can be used as identity but it says in the form to provide the reason why the passport is not available and obviously the reason should go with some evidence (receipt which can be verified).
Both your and secret.simon are logically right that it's a serious application and passport is one of the main docs to be submitted but I was taking it under the option which was given in the form for the reasons/circumstances where the passport cannot be presented with application.
Your point was logically right, but I think we will have to look deep for similar cases with results where an applicant was in such a situation, hence I asked it here that someone might have been in similar situation.

Your choice to apply for two things at once is not a compelling reason outside your control.
If you need both documents (whatever they are), you will have to apply sequentially.
