Questions regarding EU law and GDC registration

Hello,

I have been married to UK citizen and have been livening in the UK for 12 years - but I am from non-EU country and has been qualified there (Belarus).
Have never lived in EU country for 3 months, but does UK count as EU still?

Could you please advise if I am qualified as an exempt route to register with GDC?
Also could you recommend me the lawyer who can advice on it? Would really appreciate your help.
