Schengen VISA for Spouse of EU/UK Citizen

Do you apply for Schengen VISA of an EU citizen (I'm from the UK husband isn't) the same you would apply for a regular Schengen VISA if you were a tourist?

Is it the same application? I hear that if you apply as a spouse it is easier to get and a fee may be wavered, please correct if this is wrong?

Also how long will the Schengen VISA multiple entry visa be issued for is it a maximum of 6 months?
