Urgent!!! Need Help.

Hi there. I came to UK in October 2003. I applied for indefinite leave to remain on 2014. My application was refused. In April 2009 I went back to Bangladesh because my student visa was refused. I came back to UK again in October 2009 (less than 6 months). The home office refused my ILR in two ground first in 2009 when I leave uk I didn’t have valid visa and second the home office found a gap of 9 months which breach the continues residence because my previous visa before refusal was expire on 31st December 2008. Gap between January to September. I did have a right to apple but both tribunals dismissed my appeal because of immigration interest.
However, in November 2015, I applied for FLR (FP) 10 years private life route. I did the finger print on January 2016. It’s been nearly 10 months still I am waiting for the decision. Last week I spoke to the Home office and they said my application hasn’t been completed yet.
Any idea what to do now. And please any one can tell me what is the difference between 10 years long residence SET (LR) and 10 years private life FLR(FP).

FLR(FP) cases tend to take longer due to its nature and application is based on

i) exceptional circumstances on account of private and family life in the UK
ii)exercise of Home Office Discretion outside the immigration rules
iii) Compassionate and Humanitarian grounds.

SET(LR) is ILR based on 10 years of lawful residence in UK and FLR(FP) is further leave to remain (initially 2.5 years) based on compassionate grounds outside immigration rules and in cases where you have spent more commonly nearly 10 years in UK, established private life, have family ties in UK and removing you from UK will be contrary to Artice 8 of ECHR (human rights).

Thanks for your reply. Normally how long it takes to get the flr fp decision. This is 11th months running since I applied for flr fp. And is there any way I can check if I have right to work or not. If not is there any way I can apply for right to work to the home office cause I am waiting for an ages to get the decision.
