Immigration Skills Charge £1000

Hi Experts,
As we know Immigration Skills Charge is set to be introduced in April 2017 by the amount of £1,000 per employee per year, and a reduced rate of £364 for small or charitable organisations. My questions are

1. If i extend my Tier-2 (g) Visa on march-2017, can my employer avoid the Immigration Skills Charge of £1000 per employee per year?

2. Originally my visa will expire on Sep-2017, can i extend it on march-2017?

3. How UKVI defines which one is small company? What is the rules to define small or large company?

3 by number of employees.. the guide says how many number of employees make it small, medium, large company.
