Passport-return service Tier 2 General to ILR by post

Hi

I heard that since 6th of May 2014, UKVI returning passports and current BRP cards back before making decision of Tier 2 General to ILR postal applications, is that true? If yes, I would be grateful if any one can guide me where to find this statement on gov.uk website please?
