ILR Refused due to new absence rules of 2016 - Please Help

Hello members,
I have a small query regarding 180days rule.
I came to UK on 29 sep 2010 as a student tier4 visa.
went to home country on 24 July 2012 and came back to uk on 21 jan 2013 with Tier1(Post-study work) visa.
i was stayed 182 days out of UK including travel dates.

Could please tell me in my case did i break the 180 days rule.
i am eligible for ILR in Sep 2020.

How the home office will calculate 180 days.
from jan to december or back from the date of my application.

YOur valuable suggestions are much helpful for me.
