Settlement and non-settlement

Hi, I am finding it very difficult to google the answer for this.

If I was offered a 3 year tier-2 sponsorship by an employer, would it be a settlement or non-settlement? I need to know this in order to pay for priority service since there are fees differences between the two.

Non-Settlement. You are applying for a Points Based System visa.

I am not sure what you are seeing online, bear in mind that not all of us can see what you are seeing.
