hello I have a few questions regarding article 21-20 because I'm a Canadian citizen born in Toronto, Ontario and my mother tongue is french (father speaks french, mother speaks English), I also attended french immersion in elementary school (kindergarten - grade 4). my father left when I was in kindergarten and I stopped french immersion after grade 4 and went to a full English middle and high school. Now my dominant language is English I still understand and can speak french but next year I'm transferring to a university in Quebec for my undergrad to brush up on my french. with that said would I qualify for the exemptions in article 21-20? Also, do all the conditions in the article 21-20 need to be met or is being a citizen of a french speaking territory, speak french + cultural affinity and mother tongue be enough or is proof of my french immersion required?
my elementary diploma is in English and the only student who complete french all the way to highschool get the certificate, my first school was public and mixed fren/eng but mainly English.
Also while attending university I will be able to exchange my health card and drivers license for the Quebec one if the requirement also requires a french province.

Can be naturalized without any qualifying person that belongs to the French cultural and linguistic entity, when national territories or States whose official language or an official language is French, or if French is his mother tongue or when it proves a school five years in a French language teaching institution.

I also understand that in order to naturalise one must be on a residence visa (i believe any is allowed not just the long term permit) would a working holiday visa as a self-sufficient person or student from Canada fulfil that requirement?
Also, would it be easier to naturalise in french Guiana or another territory vs mainland France?
