EEA vs. Permanent residence card

Dear everyone,

I would like to get feedback in regards to an EEA whi claims benefit, but wants a Permanent residence card.

I have a freind who has not worked in the UK and has an EEA passport, but was wondering if claiming public fund would negatively impact him from getting the card after 5 years?

Do he have to work, be a student etc (based on EU treaty?)

He is currently single and is on disability allowance, ESA and housing benefit.

He has lived for 10 years.

5 continuous years as qp required to acquire PR. Or else 5 years as dependent of a qp.

Simply living in UK for 10 years is not enough.
With Brexit looming suggest friend regularises their position.

Edit: If he decided to work would there be a payment threshold he should meet? In other words, would amount of earning take into account?

There is no such threshold defined in EU law; the work needs to be genuine and effective (and shown to be so).
