I used my friends discount oyster card to make my way to croyden to sign on, I am not permitted to work and I have an application pending in the home office. I was told by my immigration officer that I need to do whatever it takes to get there and sign on unless I would be declared an absconder. I only use her oyster once in a while when I have no cash. I was apprehended on the 3rd November 2016 I was honest with the ticket officer , showed him my signing on document and they told me not to worry. That I will receive a letter from TFL and should explain my situation, send a copy of my sign on document and I will be fine. I received the letter, did as I was told, explained myself. A week later lo and behold I receive a fine of £250. I called and told them I do not work where do they expect me to get that amount of money? Then he told me it's not even a fine it's to settle it out of court. UK citizens I know that have been given fines by the tfl are given the chance to either pay it on the spot half price £40 or pay £80 if after 21 days. He said it was the ticket officers choice not to give me that option and take it straight to prosecution. I was also lied to by the ticket officers because they did not mention this and told me I have nothing to worry about. He told me there is nothing he can do about it. I feel as if I am being treated unfair  I was honest and they are aware I have a pending application in the home office and being prosecuted will hinder my application so I would have no choice but to shut up and pay up.

Its very unlikely that the ticket inspector who caught you on the day did that to you.
Administration, fines and/or prosecution will come from some TfL back office or agency.

I offered to make a payment plan and they declined. Demanding the money in 14 days.

,,,and they have every right to refuse a payment plan if they choose to do so.

You were only honest as far as giving your reason for committing an offence. This doesn't however absolve you.

How about the immigration officer who insisted I do whatever it takes to sign on?

I don't imagine he was suggesting you commit a criminal offence
